ACCOUNTING TECHNICIAN

General Statement of Duties

Performs responsible technical accounting functions to support the financial operations of Columbus County.


Distinguishing Features of the Class

An employee in this class performs a variety of accounting and bookkeeping tasks in support of the County’s finance operations. Work involves applying established accounting and administrative procedures, principles of bookkeeping, and basic fund accounting to review and process financial documents.

Duties include entering invoices, purchase orders, deposits, and other fiscal documents into financial accounting software; reviewing remitted items for proper account coding; correcting errors; balancing entries; and generating reports. Judgment and initiative are required in the performance of duties.

Work is performed under the supervision of the Finance Director and is evaluated through conferences, review of work for accuracy and completeness, annual performance evaluations, and independent audits of financial records.


Duties and Responsibilities

Essential Duties and Tasks

  • Assist the Accounts Payable Technician, Payroll Technician, and other finance personnel with daily operations.
  • Receive (date stamp), sort, and distribute mail for finance personnel and other departmental mailboxes as necessary.
  • Review finance office invoices and create payment authorizations, including calculating and distributing charges to departments.
  • Review and enter invoices/pay requests into accounting software, proof entries prior to approval, and follow procedures to finalize the accounts payable process; distribute payment confirmations to departments.
  • Review and enter credit card receipts into accounting software, proof entries prior to approval, and finalize the process in accordance with procedures.
  • Receive (date stamp) and enter departmental deposits; review supporting documentation for accuracy.
  • Communicate with all departments regarding payables, receivables, and coding issues; respond to inquiries and provide assistance as needed.
  • Compile information, retrieve files, and provide documentation for audits as required.
  • Complete monthly bank reconciliations and assist with other financial reconciliations.
  • Prepare and submit monthly and quarterly reports and payments to the State for Sales Tax and Register of Deeds.
  • Complete monthly postage usage reporting for two locations; refill postage meters as needed and notify Accounts Payable when additional postage funds are required.
  • File all completed financial documentation as needed.

  • Ability to communicate effectively, both orally and in writing.

  • Proficiency in using office and automated accounting equipment, including adding machines and financial software.
  • Ability to verify documents and forms for accuracy and completeness.
  • Skill in making arithmetic computations accurately and efficiently.
  • Ability to maintain organized and accessible financial records.
  • Ability to interpret and apply policies and procedures to financial recordkeeping and reporting.
  • Working knowledge of computer operations and specialized financial software.
  • Working knowledge of accounting principles, practices, and procedures.
  • Working knowledge of laws, rules, regulations, and policies governing accounts payable and receivable functions.
  • Working knowledge of the organization and functions of county government and the fund/account structure related to departmental operations.

Physical Requirements

  • Must be able to perform the basic life operational skills of stooping, kneeling, crouching, reaching, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions.
  • Must be able to perform light work, exerting up to 20 pounds of force occasionally and/or 10 pounds frequently.
  • Must possess visual acuity sufficient to prepare and analyze data, perform accounting tasks, and operate a computer terminal.

Desirable Education and Experience

Graduation from high school supplemented by coursework in accounting or bookkeeping and some experience in an accounting or fiscal office environment; or an equivalent combination of training and experience.
