COLUMBUS COUNTY ANIMAL SHELTER

Position:      Animal Control Officer II

Available:    Immediately

Closing Date:    March 26, 2010

Salary:      $ 20,490

JOB DUTIES:  Performs immediate protective service work in the enforcement of local and state law and ordinances regulating the keeping, control and protection of animals with the County.    Patrols, checking for animals running at large, licenses and vaccinations, impounds abandoned and stray dogs and other animals, issues appropriate warning notices and citations, investigate report of animal cruelty and issues appropriate forms.  Receives and investigates citizens complaints relating to dogs and other animals; make court appearances;   Performs other related duties as required.

DESIRED EXPERIENCE/EDUCATION:    Graduation from High School and knowledge of the laws, ordinances and regulations governing the control of animals.  Thorough knowledge of the care, control and handling of animals; Knowledge of the geography of the County, Ability to lift fifty (50) pounds or more daily and possess a Valid NC Driver’s License

POSITION: SOCIAL WORKER / INVESTIGATIVE / ASSESSMENT / TREATMENT (Will accept Work-Against)

SALARY:        $30,418-$62,245 Annually (For fully-qualified SW I/A/T)

Description:  Performs caseworker activities in the CPS Investigative/Assessment Unit.  Duties include but not limited to CPS Investigation/Assessment, On-Call, appropriate referrals to other agencies.

REQUIREMENTS:

KNOWLEDGE, SKILLS AND ABILITIES-Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, group work, and community problems.  Considerable knowledge of a wide range of medical behavioral and psychosocial problems and their treatment.  Considerable knowledge of family and group dynamics and a range of intervention techniques.  Considerable knowledge of governmental  and private organizations and resources in the community.  Considerable knowledge of the laws, regulations, and policies which govern the program.  General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with a client and in applying techniques of assessing  psychosocial, behavioral, and psychological aspects of client’s problems.  Ability to train, or instruct lower-level social workers, students, or interns in the program.  Ability to establish and maintain effective working relationships with members of case load and their families as well as civic, legal, medical, social, and religious organizations.  Ability to express ideas clearly and concisely and to plan and execute work effectively.

MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS- Master’s degree from an accredited school of social work and one year of social work experience; or a Bachelor’s degree from an accredited school of social work and two years of social work or counseling experience; or a Master’s degree in a counseling field and two years of social work or counseling experience; or a  four-year degree in a human services field or related curriculum and three years of social work or counseling experience; or graduation from a four-year college or university and four years of experience in rehabilitation counseling, pastoral counseling or a related human service field providing experience in the techniques of casework, group work or community organization; or an equivalent combination of training and experience.

One year of work experience can be credited for completion of the social work collaborative.

We will accept a work-against, which means we will hire a Social Worker trainee, or a Social Worker I, II or III work-against and train for the Social Worker I/A/T position.

ACCOUNTING TECHNICIAN I

COLUMBUS COUNTY
Status- Non Exempt
Grade – 61

GENERAL STATEMENT OF DUTIES

Performs responsible technical accounting functions for the finance operation of the County.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs a variety of accounting tasks in support of the finance operation of the county.  Work involves applying established accounting or administrative procedures, principles of bookkeeping and basic fund accounting to the review and processing of accounting and other financial documents.  Work is characterized by use of financial accounting software to enter invoices, purchase orders, vouchers, miscellaneous billings and other fiscal documents in to the appropriate accounts.  Duties include review of invoices for coding to appropriate account; correction of incorrect invoice coding; entering payables; balancing entries and generating reports.  Judgment and initiative are required in the performance of duties.  Work is performed under the supervision of the Accounts Payable Supervisor and is evaluated through conferences, review of the work for accuracy and completeness, annual evaluations and by independent audit of financial records.

DUTIES AND RESPONSIBLILITIES

Essential Duties and Tasks

  • Prepares accounts payable invoices for payment; writes checks; issues checks to vendors after ensuring proper authorization and signature.
  • Entry of new vendors into accounting software.
  • Reviews payment requisitions for accuracy, resolves discrepancies, enters pay requisitions into accounts payable software; generate balancing reports.
  • Prepares partial payments; determines which purchase order to charge.
  • Completes accounts payable filing to ensure questions on payments can be answered.

  • Stamp invoices paid
    Stamp Finance Officers name on warrants
  • Put check stubs on warrant
  • Alphabetize invoices
  • File invoices
  • Make new files as needed
  • Prepares various accounting, financial, or fiscal statements, reports, or other supporting documents.
  • Answers a variety of questions in connection with accounts payable.
  • Distribute incoming mail
  • Pull files as needed for auditors, etc

  • Assists other staff in the department, as requested.

Recruitment and Selection Guidelines

Knowledge, Skills and Abilities

  • Working knowledge of standard operating practices involved in modern office operation and serving the public.
  • Working knowledge of computer software including word processing, financial packages, and their application to accounts payable and to general administrative support.
  • Working knowledge of accounting systems, policies, and procedures.
  • Ability to understand and apply policies to the maintenance of a variety of financial records and reports.
  • Ability to use a calculator and a computer for the maintenance of accounting and other fiscal records.
  • Ability to make arithmetic computations accurately and with reasonable speed; some positions may require the ability to use spreadsheets for calculations and reports.
  • Ability to create and maintain accurate records, reports, and files in support of a customer oriented operation.
  • Ability to verify accounting and other financial documents and forms for accuracy and completeness.
  • Ability to establish and maintain effective working relationships with department heads, employees, and the general public.
  • Ability to communicate effectively in oral and written forms.

Physical Requirements

  • Must be able to physically perform the basic life operational functions of stooping, kneeling, reaching, walking, fingering, feeling, talking, hearing, and repetitive motions.
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
  • Must possess the visual acuity to prepare data and statistics, work with accounting processes, and operate a computer terminal.

Desirable Education and Experience
Graduation from a high school and some experience in an accounting or fiscal office environment; or, an equivalent combination of education and experience.

Special Requirements
Possession of a valid NC Driver’s License.

COLUMBUS COUNTY ECONOMIC DEVELOPMENT DIRECTOR

Grade 81, Status - Exempt

GENERAL STATEMENT OF DUTIES
Performs professional level administrative work in directing economic and industrial development programs within the County.

DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for encouraging the expansion of existing industries and the establishment of new industries in the County.  Work includes making recommendations to the Board of County Commissioners concerning land use planning, capital improvement for the County, and business and industrial expansion.  Work also involves assisting industrial firms with specific requests for information relating to the suitability of the County for various types of manufacturing or other facilities furnishing employment.  The employee also maintains a database on County resources and supplies information for state or federal funds to aid the County.  Considerable independent judgement and initiative are required in the performance of duties.  Work is performed under general supervision and is evaluated in terms of effectiveness of assisting and attracting industry.

ESSENTIAL DUTIES
Makes recommendations to the Board of County Commissioners concerning capital improvements for the County, expansion and attraction of business and industry
Receives inquiries from business firms, manufacturers and others interested in establishing or expanding industry in the county; arranges tours of County facilities and shows real estate available for industrial use
Ensures most current data is available on labor supply, transportation, utilities, machinery, financing, and other topics needed for the establishment of a new industry
Serves as coordinator for community economic development committees; obtains options on land throughout the County as possible industrial sites.
Oversees the collection of demographic, geographical, economic and other related data about the County; prepares technical reports, brochures and special presentations to be used in publicizing the advantages of locating in the County or for presentation to a firm expressing interest in the County.
Confers with official representatives of county and non-county firms and explains the advantages of locating new or expanded facilities in the County
Compiles information for use in grant applications for federal or state funds
Performs other related work as required

Considerable knowledge of the methods and techniques used in business solicitation or industrial promotion
Considerable knowledge of the available resources of the County
Working knowledge of general management and business organization principles and practices

Graduation from a four-year college or university with course work in planning, economics or a specialty area related to economic and industrial development ideally five (5) or more years of experience in planning, industrial development and/ or a related field; or an equivalent combination of experience and training
